Review the assigned reading, “The Elliot Richardson Lecture 2008: Ethics in Times of Crisis,” paying particular attention to the documentation of some bureaucratic problems that occurred during the Hurricane Katrina crisis in New Orleans.
Ethics is not usually considered part of emergency management. As this article indicates however, ethics can play a large part in how crisis situations are handled from different perspectives, including bureaucratic considerations.

You are a vice president of a for-profit, private intelligence company. You have been approached by the mayor of a large city to provide intelligence services, including intelligence collectors and analysts, to a fusion center under the direction of the local police department. Assignment Guidelines Address the following in a research paper of 900–1,200 words: Identify and describe 3–5 technologies that might be available at the fusion center to which the private intelligence company may not have had prior access. Examples include the following: Data mining Advanced databases Suspicious activity reporting (SAR) Information exchange packages Information sharing environment (ISE) Geographic information systems (GIS) What problems exist with the use of the selected technologies? Explain. Will equipment (computers, etc.) be supplied by the fusion center? Explain. What are the legal issues that could apply to the use of federal databases used by a private entity? Consider liability, authority and responsibility, and duties. Will the private intelligence personnel report to their immediate employer or representatives of the police department? Why? To whom should all reports be addressed? Explain. Will copies be available to the private intelligence company for its records? Why or why not? Who will be responsible for financing and payment of invoices? Explain. What kinds of communications technology will private intelligence collectors and analysts use to communicate with the other fusion center stakeholders? Explain. Would they have access to secure federal channels or networks? Why or why not? Compile your responses into the final report, and submit the file to your instructor. Be sure to reference all sources using APA style.

Complete the first step of a life cycle analysis by identifying all the inputs and outputs needed to produce one item of your choice.
Your chosen item must require one or more minerals from Earth’s surface derived through mining (e.g., a standard #2 pencil).
List and briefly explain all the inputs and outputs in the discussion board below needed to produce your item of choice.

Explain how you will deal with the issue of unemployment and economic decline in the face of closing the plant.

This week, you learned about how urban growth can affect sustainability and how laws and regulations are often used to limit the environmental damage done by sprawl. For your engagement activity this week, pretend that you live in a town with a potential water pollution problem. In your town, pollution rates are higher than average due to a large manufacturing plant that employs 75% of the town located along the river. Cancer rates and wildlife death in the town are higher than nearby cities and pollution caused by the plant is the suspected reason. A potential law is being introduced that will shut down the plant to stop the increasing cancer risks and environmental degradation. However, if passed, this law will likely bankrupt the town and most of its citizens. Based on the first letter of your last name, address the appropriate questions below:

Make a strong argument for passing the law to close the plant (regardless of how you personally feel).
