This semester, you will write a 3,000 w*rd p*per comparing Health Care and Education Policy in Australia with the policies and outcomes we have here in the US. It consists of 4 sections. Make sure you review and complete each one.
Section 1: Country Comparison
In this section you’ll provide an overall comparison between Australia and the US. This section may include information about standard of living, life expectancy, average incomes, and the types of jobs in the economy. Be sure to go beyond ‘just reporting statistics’, and try to determine key ways the countries are similar and different. This section will help create context for the rest of your paper.
– For example, Haiti and the US are very different economies, and so it is natural that Health Care and Education Policy would be significantly different. The US and Canada, on the other hand, are similar economically, so your policy analysis will likely need to focus on more subtle differences.
Section 2: Health Care Comparisons
In this section you’ll compare the health care systems within Australia and the U.S. Is health care provided by the government, or through the private market? Are hospitals and clinics privately run, or government run? How much money (as a percent of GDP) is spent on health care in each country? How do health care outcomes (such as life expectancy, infant mortality, disease) compare?
Section 3: Education Comparisons
In this section you’ll compare the education systems (both K-12 and Higher Education) within Australia and the U.S. Is education provided by the government, or through private markets? What is the average level of educational attainment? Do most people follow the same educational path? Or is the system designed to route people into different trades and specialties early in the process? How do education outcomes (such as literacy rates, percent of people graduating from high school or college) compare? Does the country’s educational system adequately prepare citizens for available jobs?
Section 4: Assessing Policy Differences
In this concluding section you’ll compare and contrast Health and Educational policies within Australia and the U.S. Do their systems seem to do a good job meeting the needs of people? How do policy differences reflect differences in national priorities, or cultural differences? Is the role of government similar or different? Do the systems provide widely-accessible and affordable health and education? Are there lessons that one country could learn from the other?

A regional bank has decided to open an office overseas for serving businesses that are expanding internationally. Choose and research a location with a large financial center that you believe would be helpful to your customer base. Some examples include Tokyo, Japan; London, United Kingdom; and Sydney, Australia. Please discuss the following with your classmates:
What are some cultural, political, and economic challenges of working in this environment?
What different kinds of marketing strategies could the bank use overseas?
Do you think the bank will be successful in international trade? Why or why not?
Q#1:
Paul Krugman – That 1937 feeling
This is from March 2010, thus, some data is out of date. However, the point of the video is to help you make the connections between the recent/current economic policies and the events of 1937.
The Topic:
The Great Depression was a low probability event. It required several negative economic events to occur at the same time and for policy makers to respond poorly to those events. One of the best books on this topic is John Kenneth Gailbraith’s The Great Crash; you might want to read it.
The events of 1937 are largely forgotten, even by economists. But for those who study the relationships between public policy and economic growth, the lessons of 1937 are some of the most important ones from the 20th century.
Table 7.2 on page 232 of your text shows GDP growth of 12.8% in 1936. In 1937 it was 6.9%, and by 1938, it was -5.5 percent. How does an economy go from the strong growth (admittedly from a relatively low base) of 1936 to another recession by 1938? In this case, the answer is government policy.
For this week’s discussion, go on the web or to the UMUC library and learn the specific monetary and fiscal policy changes (don’t forget taxes) that occurred in 1937. Use what you have learned about GDP, production costs and aggregate demand, and aggregate supply to project the most likely results of those changes.
Next view our current economic condition and the recently proposed tax increases, the ending of the Federal Reserve’s quantitative easing and the proposals for increased government spending that may or may not be offset by spending cuts in other areas. Again using the tools you have learned, what do you think is the most likely result?
In other words, compare 2015 to 1937 and explore what lessons and cautions may be learned from that comparison.
Think in terms of an economic policy advisor.

Q#2:
Choose one of the following options:
Option #1: Digital Ethics
Examine the four issues with an ethical dimension on pages 16-18 of Digital Enlightenment Forum . Security for the Digital World Within an Ethical Framework. IOS Press, 2016 (PLEASE see attached for article). Choose one that most interests you and do the following:
Restate the issue in your own words by paraphrasing it. (Please see tips on paraphrasing here.)
Explain what you think the main ethical problem or dilemma is.
Provide one real-life example of some emerging or new technology you think this ethical issue/dilemma applies to. Your real-life example should be from a reliable article in a popular technology publication or an article in the UMGC library.
Explore what you think a possible solution to this ethical issue in your emerging or new technology could be.
Use two quotes from any of your resources to support or explain your points. Make sure to provide in-text citations for both quotes in MLA format.
Provide references for all sources in MLA format.
Option #2: Disclosive Computer Ethics
After reading Philip Brey’s article “Disclosive Computer Ethics” (PLEASE see attached for article) in the Learning Materials, please do the following:
Explain how Brey defines disclosive computer ethics and value-sensitive design.
Discuss why Brey thinks the relationship between disclosive computer ethics and value-sensitive design is important.
Provide one real-life example of some emerging or new technology you think either does have or does not have a value-sensitive design. Your real-life example should be from a reliable article in a popular technology publication or an article in the UMGC library.
If you think your example does not have a value-sensitive design, explore and suggest a change that could make it have a better value-sensitive design.
If you think your example does have a value-sensitive design, explain what specific evidence you see that suggests it does.
Use two quotes from any of your resources to support or explain your points. Make sure to provide in-text citations for both quotes in MLA format.
Provide references for all sources in MLA format.

Option #3: Design for Privacy
After reading the “Improving privacy choice through design” by Terpstra, Schouten and Leenes, please do the following:
Summarize why the authors think reflective thinking is an important aspect of making decisions related to digital technology and privacy. (Please see tips on summarizing here.)
Describe what the authors mean when they propose that friction be introduced into technology interfaces.
Choose an app or program you have recently installed on your phone or computer and explain how the programmers could tweak the installation process or the way the app or program works to encourage more reflective thinking about personal privacy by the user.
Finally, do you think that the solution proposed in this article would help personal data be used in more ethical ways by big corporations? Why or why not?
Use two quotes from any of your resources to support or explain your points. Make sure to provide in-text citations for both quotes in MLA format.
Provide references for all sources in MLA format.

Data Exercise 2
The purposes of the data exercises are to:
enhance your skills at finding current economic data on the web;
improve your skills at data presentation and explanation;
provide you the opportunity to learn how to analyze economic data and, very importantly, to explain what it means— in short, turning data into useful information; and
how to present that information to a reader in a clear and understandable form.
For Data 2:
Your objective is to compare two related economic variables and see if you can identify a relationship between them. You should first look at the variables separately, then in relationship to each other.
You will select two related economic variables that you have studied during the relevant weeks.
Find appropriate data on both variables.
Present that data in a clear graphic or tabular form (or both if appropriate).
Explain what the data shows—discuss/explain the data.
Explain what the data means—give meaning to what the data shows.
Explain why it matters—what is the economic importance or usefulness of what you found in your data analysis and discussion.
Points 4 and 5 initially seem to be about the same thing and they are close in meaning. Point 4 is the process of walking the reader through the data presented in the table or graphic. Point 5 is explaining to the reader what that data means. In other words, tell the reader what the data is and explain what it means. Remember this is a process of giving meaning to data. Standing alone, data is just numbers. Your task is to give those numbers a context and a meaning that converts numbers into information.
Points to Remember:
Stay calm, this is actually a fun assignment and a great learning experience, and it is not as daunting as it first appears.
You have to have real world data; i.e., numbers.
You have to have citations in the body of your report.
Tables and graphics need a citation immediately following the table or graphic; if you create the table or graphic, then the citation is to the source of the data.
You need references at the end of the report.
Format Requirements:
upload your report in MS Word format (.doc or .docx); if you use another format, ask before uploading to be sure I can open it;
double space the paper;
have a title page;
have a reference page;
excluding the title and reference pages, the report should be 3 to 5 pages; and
if you use an appendix, that would be in addition to the 3 to 5 pages.
You have lots of choice as to your variables for the data exercises. If you want to email me your choices for some initial feedback before you get too far into the process, that will be fine. I’ll be happy to provide specific suggestions and guidance in response to your initial efforts, but I do not make the variable choices for you; that is part of the learning experience.
